Sub-base
The native soil (subgrade) beneath the base layer; soft, wet, or expansive subgrade needs undercutting or extra base before paving.
The sub-base is the ground you started with. When it's poor, contractors dig it out and replace it — a common site-specific extra the ballpark can't see.
