Substrate
The wall surface siding attaches to — the sheathing under the housewrap and finish. Rotten substrate found at tear-off must be replaced before new siding goes on.
Siding is only as sound as what's behind it. Damaged substrate is a common tear-off surprise that the base estimate can't predict.
